Patricia Kelly has over 40 years of experience with the Illinois State Police, spearheading programs for human resources, workforce development and counseling for both sworn and civilian personnel. During her career, she has been responsible for the implementation and coordination of the Department’s Mentoring Program, consulted regarding specialized training or personnel concerns within the agency such as management or supervisory concerns, counseling and peer support. She has taught various managerial and leadership courses and was responsible for performance building seminars and succession planning.

She has also served as an Illinois Law Enforcement Alarm System Instructor for K-12 Basic and Advanced Student Behavioral Threat Assessment, Creating an Action Plan: Forming Critical Incident Teams, and Multi-Hazard Emergency Planning for Schools.

She has also served as a Senior Consultant for Psychological Associates in St. Louis, Missouri and provided specialized services related to supervisory and management training, managing change, and wellness/stress management with an emphasis in the areas of leadership, communication, and team building.

Currently, Patricia Kelly serves as a contract Curriculum Specialist for the Illinois State Police for concealed carry, human trafficking, stress management/critical incident/PTSD, and EVOC instructor school. She received a Bachelor of Science in Education from the Southeast Missouri State University and Master of Science in Rehabilitation Counseling from the University of Missouri. She is also certified in the Myers-Briggs Type Indicator.
